The University of Professional Studies, Accra (UPSA), has signed a Memorandum of Understanding (MoU) with Hallmark Research Lab to establish an ultramodern Artificial Intelligence (AI) laboratory.
The partnership marks a groundbreaking step in advancing innovation, research, and the future of AI education in Ghana.
Speaking at the signing ceremony on Monday, August 25, the Vice-Chancellor of UPSA, Prof. Kwaku Mensah Mawutor, described the initiative as a dream he had long nurtured.
“This project, when completed, will provide world-class facilities for our lecturers and students,” Prof. Mawutor said.

“It will also significantly enhance the research capacity of the university, particularly in artificial intelligence and information technology, enabling us to make a greater impact on national and global innovation.”
The Minister of State in charge of Special Initiatives, Hon. Emmanuel Kwadwo Agyekum, commended UPSA for the forward-looking initiative, describing it as a strategic investment in a highly lucrative sector.
He added that artificial intelligence and information technology have become the new drivers of economic growth worldwide, stressing that “professionals in this space are highly sought after and well remunerated.”

“This project will not only strengthen UPSA’s research capacity but also create jobs and opportunities for the university’s alumni,” the minister noted.
The Chairman of Hallmark Research Lab, Mr. Philip Gamey, affirmed his organisation’s commitment to making the project a success.
“We are building one of the most advanced laboratories in Africa — not just a space for generating AI prompts, but a hub for cutting-edge research in areas such as genome sequencing and technology innovation,” Mr Gamey stated.

“Our goal is to export some of these technologies beyond the African continent, thereby generating revenue for both the university and the country.”
